Davao City Councilor Jessica Bonguyan has called for heightened public awareness following reports of motorists being injured by kite strings along the Davao City Coastal Road.
In a privilege speech delivered on Tuesday, Bonguyan, who heads the Committee on Public Works and Highways, highlighted several incidents that recently gained attention on social media. The posts showed how kite strings—reportedly stretched across sections of the road—posed risks to passing motorcycle riders.
She cited one case where a rider suffered cuts to the neck and damage to clothing after encountering a kite string. In another account, a woman said she and her husband experienced similar injuries while traveling along the same route.
“These are not isolated cases but repeated incidents that point to a growing safety concern,” Bonguyan emphasized.
The Davao City Coastal Road, a key route used by motorcycles, public utility vehicles, and private cars, sees traffic moving at speeds of up to 60 kilometers per hour. Bonguyan warned that at such speeds, even thin and nearly invisible kite strings can become highly dangerous.
“A seemingly minor obstruction can quickly turn into a serious hazard under these conditions,” she said.
While recognizing kite flying as a common and culturally appreciated pastime, Bonguyan noted that it becomes risky when done near busy highways.
“The activity itself is not the problem. But when it is carried out close to an active roadway, it can endanger lives,” she explained.
She clarified that she is not advocating for a ban on kite flying, but rather urging residents to exercise caution and responsibility.
“Our goal is not prohibition, but awareness,” Bonguyan said, encouraging Dabawenyos to be mindful of where they engage in recreational activities.
She also urged the public to report similar incidents or unsafe practices through the Davao City Reports Hotline managed by the City Information Office.
“Being vigilant can help prevent accidents. A simple report could save a life,” she added.
Bonguyan concluded by stressing that road safety is a shared duty.
“Even ordinary activities can have serious consequences if done carelessly. At the same time, small acts of awareness can make a significant difference in keeping our roads safe,” she said.
