The Land Transportation Office 11 (LTO 11) has ordered the registered owner of a motorcycle caught on video with its rider standing while driving along Davao City’s Coastal Road to explain within five days why administrative sanctions should not be imposed.
LTO 11 Regional Director Atty. Raphael Robillo said the agency issued a show cause order on October 13, 2026, after identifying the motorcycle’s registered owner through its license plate.
Robillo said investigators immediately worked to identify the motorcycle after the video went viral on social media, noting that the plate number was initially difficult to read.
“Immediately when we saw that post, nag-viral at first kung titingnan mo yung video hindi mo kaagad ma-decipher or ma-determine kung ano yung plate number. So, it took us a few hours to determine kung ano talaga ano yung tamang plaka,” Robillo said.
He said the agency identified the registered owner later that day and prepared the show cause order, which he signed the following morning before it was processed for service.
As of Wednesday, October 14, the agency was still waiting for the recipient’s response.
“Waiting kami,” Robillo said when asked whether the rider had already submitted an explanation.
Robillo clarified that the order was addressed to the registered owner because the motorcycle’s registration details were the initial basis for identifying the person legally associated with the vehicle. Investigators have yet to establish whether the registered owner was the same person seen standing while driving.
“Kaya nag-issue tayo ng show cause order because the only evidence that we could gather is yung identity or yung details pertaining to the plate na ng motorsiklo. So kung sino yung nakapangalan sa registry noon, yun ang aming binigyan ng show cause order,” he said.
Robillo said the incident could lead to administrative sanctions for alleged traffic violations, including reckless driving and conduct that endangers other motorists, depending on the findings of the investigation and applicable regulations.
Possible penalties may include the suspension or revocation of the driver’s license, subject to due process and the outcome of the proceedings.
He explained that the show cause order gives the recipient an opportunity to explain the circumstances of the incident before the agency determines what further action, if any, should be taken.
The LTO 11 has yet to announce its findings as it awaits the recipient’s explanation.
