The IRR, issued through Executive Order No. 23, implements City Ordinance No. 049-25, Series of 2025, which grants an annual financial assistance of P1,500 to qualified PWDs residing in Davao City. The ordinance was approved on November 25, 2025.
Under the guidelines, beneficiaries must hold a valid PWD Identification Card issued by the Persons with Disability Affairs Office (PDAO) and be registered voters of Davao City.
However, the rules provide exemptions for qualified PWDs who are not registered voters. They may still avail themselves of the benefit by submitting a barangay certification proving they have continuously resided in Davao City for at least three years.
Additional documentary requirements apply to certain beneficiaries. PWDs with intellectual, learning, or mental disabilities, as well as bedridden individuals who are not registered voters, must present a certification from the City Social Welfare and Development Office (CSWDO) assigned to their barangay through their guardians.
Children with disabilities also qualify for the program, provided their parents or guardians submit a CSWDO certification together with a barangay-issued document confirming the child’s residency in Davao City for at least three years.
The IRR also specifies who may not receive the annual subsidy. Disqualified applicants include those who submit falsified documents, misrepresent their disability status, use expired PWD identification cards, or whose disability has been medically declared cured.
Likewise, individuals already receiving financial assistance under the city’s senior citizen, solo parent, or other local government assistance programs are not eligible for the PWD cash aid.
Qualified beneficiaries are required to personally claim the assistance by presenting their valid PDAO-issued PWD ID.
For bedridden beneficiaries, an authorized representative may receive the assistance upon presenting an authorization letter or notarized affidavit, the beneficiary’s PWD ID, and a valid government-issued ID of the representative.
In cases involving beneficiaries with intellectual, learning, or mental disabilities, the authorized claimant shall follow the order of priority: spouse, children, parents, grandparents, legal guardian, or any individual authorized by the court.
Parents, grandparents, guardians, or court-authorized representatives may likewise claim the financial assistance on behalf of children with disabilities.
To safeguard the program, the IRR imposes escalating penalties on individuals who unlawfully obtain the financial assistance. Violators face fines of P2,000 for the first offense, P3,000 for the second offense, and P5,000 for the third offense.
The same penalties apply to relatives or other persons who falsify authorization documents to claim the benefit illegally.
Barangay officials who improperly issue residency certifications may face administrative and criminal charges under existing laws, while those found falsifying PWD identification cards may be prosecuted under the Revised Penal Code.
