The Davao City Council has approved a resolution enforcing a strict zero-tolerance policy against drunk driving, calling for the intensified implementation of Republic Act No. 10586 and urging establishments that serve alcohol to promote responsible drinking practices.
Authored by Councilor Diosdado Angelo Mahipus Jr., the measure underscores public safety as a primary concern, citing recent fatal incidents linked to impaired driving in several parts of the city.
“The safety of pedestrians, motorists, and the general public is paramount. Drunk driving is preventable, yet recent incidents have cost lives, particularly during late-night and early-morning hours,” Mahipus said.
The resolution directs key enforcement agencies—including the City Transport and Traffic Management Office, Philippine National Police Traffic Enforcement Unit, Davao City Police Office, and Land Transportation Office—to strengthen roadside enforcement through mandatory alcohol and chemical testing, the establishment of checkpoints in high-risk areas, and the deployment of breath analyzers and related equipment.
Business establishments serving alcohol are likewise encouraged to uphold social responsibility by promoting moderation, discouraging intoxicated patrons from driving, and helping arrange safer transport alternatives when needed.
Mahipus emphasized that curbing drunk driving requires collective action: “Preventing drunk driving is a whole-of-community effort. Establishments, authorities, and citizens all play a role in saving lives.”
The resolution also calls on government offices to allocate sufficient funding, logistics, and equipment to ensure the full and effective enforcement of the law.
