Davao Region sets P346-B investment target for 2028

The Davao Region is targeting P346.02 billion in government investments for 2028, with infrastructure and social development projects making up 95% of the proposed investment portfolio.

The Regional Development Council 11 (RDC 11) approved the FY 2028 Annual Investment Program (AIP), which includes 4,568 programs and projects (PAPs) proposed by 47 national government agencies (NGAs) and state universities and colleges (SUCs).

The AIP was approved during the RDC 11 third-quarter regular full council meeting on September 10, 2026.

Infrastructure development accounts for the largest share at P190.58 billion, or 55% of the total proposed investments.

DepDev 11 said the allocation reflects the region’s continued focus on improving connectivity and mobility while supporting economic activity and access to key economic centers.

Social development follows with P137.51 billion, equivalent to 40% of the total investment target.

The remaining allocations are P9.97 billion, or 3%, for development administration and P7.77 billion, or 2%, for economic development.

Regionwide projects account for about P100 billion, or 29% of the total investment pipeline. These comprise 856 PAPs to be implemented across the Davao Region.

Among the provinces and the highly urbanized city, Davao del Norte has the largest province-specific investment target at P82.61 billion.

Davao City follows with P57.21 billion, while Davao de Oro has P42.50 billion and Davao Oriental P33.11 billion.

Davao del Sur accounts for 6% of the total investment target, while Davao Occidental accounts for 3%.

The FY 2028 AIP serves as the region’s framework for identifying and prioritizing government programs and projects proposed for inclusion in the national budget.

DepDev 11 said the scale of the proposed investments underscores the role of public spending in strengthening the region’s infrastructure, while advancing economic and social development.

The approved AIP will also serve as one of the region’s inputs to the national government’s budget and investment programming process for FY 2028.
