The Mindanao Development Authority (MinDA) is rolling out a three-phase water supply program designed to provide immediate relief to water-scarce communities while establishing long-term and sustainable water systems across the region.
Under its Rapid-to-Resilient Water Supply Program, MinDA plans to transition communities from emergency water assistance to permanent infrastructure and, eventually, household-level water connections.
The initiative was discussed during a September 3, 2026 meeting between MinDA officials and Standard Water Philippines Corp., led by Ronnie Ong. The discussions centered on hybrid mobile water solutions that could be deployed in communities ranging from small barangays to larger municipalities.
MinDA Chairperson Secretary Leo Tereso A. Magno said reliable water infrastructure is essential not only to meeting basic needs but also to supporting Mindanao’s economic growth and attracting investments.
The program’s first phase will focus on immediate access to potable water through the deployment of mobile water treatment plants and water tankers, particularly in underserved and conflict-affected areas.
The second phase will establish more permanent sources and facilities, including deep wells, elevated water tanks and communal faucets. These projects are intended to lessen communities’ reliance on tanker deliveries and provide more dependable local water supplies.
The third phase will move toward sustainable distribution systems through the upgrading of water lines and installation of metered household connections.
MinDA said the phased approach is intended to guide communities from emergency assistance toward long-term water security and more accountable water services.
“Reliable and safe water is not only a basic necessity but also an important foundation for development,” Magno said.
He added that improving water infrastructure forms part of MinDA’s broader effort to position Mindanao as a major growth center and a competitive destination for investment.
The partnership among MinDA, Standard Water Philippines Corp. and local government units also highlights the potential of public-private cooperation in delivering water infrastructure that can be scaled according to the needs of communities.
For Mindanao’s business sector, the program comes as the region continues to pursue infrastructure improvements needed to support communities, industries and future investments.
